The Institute of Transport Economics and Sweco have jointly carried out a study to produce new unit prices for use in cost-benefit analyses in the transport sector. This report documents the part of the study concerning recommended new unit values for positive health effects of transport improvements. Existing official values are updated, with some adjustments. An important adjustment of earlier estimates concerns the proportion of new walkers and cyclists that will get a positive health effect. We propose that this proportion be reduced from 50 to 30 percent for cyclists and 15 percent for pedestrians. We are undecided on whether or not the positive health effects of walking and cycling are internalized in their transport decisions, and present results both with and without this assumption.
