This report studies the possible impact of a temporary car scrappage premium as implemented in Norway 2015. Of particular interest is the life-cycle effect on greenhouse gas emissions. The analysis is done by means of a dynamic spreadsheet model for the passenger car fleet, in which each year’s population of cars is calculated from that of the preceding year, as modified by scrapping rates, import rates, deregistration, etc.
