This project aims to enhance our knowledge of retail location planning in Norwegian cities. Central questions to answer are: How do municipalities handle plans for retail development? Which kinds of analyses are required and how relevant is the knowledge produced to the decision makers? We have interviewed members of the planning administration in 13 Norwegian municipalities, all engaged in the national programme Cities of the Future. Retail analyses in three cities have been scrutinized in order to discuss the quality and the potential for improvement of contemporary retail analyses. We have also investigated the overall municipality plan of each municipality, recording which types of steering instruments are actually in use.
