The report analyzes the various topics of the program established for the planning task Reinvention of the county level plan for coordinating environment, land use and transport in the Hamar region (called SMAT in Norwegian). The starting point for the first SMAT plan was to find solutions balancing urban development and protection of farmland, which is of a very high quality in this region compared to other Norwegian regions. In the revised plan this is pursued further, and at the same time the urban fabric is to be developed in as sustainable a way as possible. The plan is based on two main principles. Firstly, activities should be located within the spatial urban structure in such a way that the resulting transport to and from the activities is minimized, and, secondly, new activities have to be located in such a way that they strengthen the existing urban centres rather than establish new ones. This report will only be published on the internet.
