What impacts might congestion charging have in the cities of Bergen and Trondheim? This is the problem to be addressed in this report. Assessment of experience from implemented schemes in Stockholm and London, other research, existing traffic forecasts and statistics from the cities provided the basis for numerical examples to illustrate the impacts of a congestion charge of 40 NOK in Bergen including the existing toll. This implied travel time savings worth 130 -350 mill NOK in 2027. For the smaller city of Trondheim that currently do not have a toll ring, the 40 NOK congestion charge imply travel time savings worth 120 - 330 mill NOK. The gains might be larger if the charging scheme is better adapted to the purpose than the existing toll rings. This report is available only in electronic version
