Many cities strive to strengthen their city centres, but experience that centre lose market shares to out-of-town retail. The focus in this work is on how city centres can win back retail and service, making the centre a complete and attractive shopping area. Case studies were conducted in four medium-sized Norwegian cities, and surveys were sent to heads of planning and to retail associations in Norwegian cities. We found that property ownership needs to be reorganized and restructured if city centres are to become more attractive locations for retail and service. State and county should provide new tools and a grant. Out-of-city retail need to be restricted, and new developments need to be steered towards centres. An important challenge is to make all relevant actors pull together to strengthen the attractiveness of their city centre.
