The National Public Roads Administration is currently revising its Impact Analysis Manual, and has therefore commissioned the Institute of Transport Economics to conduct a literature review on how other countries treat Wider Economic Impacts (WEI) in transport appraisals. This report gives a definition of WEIs and provides an overview of situations where WEIs in theory can occur. In total, 12 different categories of WEIs are identified. The report maps how the Nordic countries, the remaining EU15, USA, Canada, Switzerland, Australia, New Zealand, and Japan treat the 12 categories of WEIs in transport appraisals. The report further provides an overview of the methods the countries use to evaluate WEIs.
