The Norwegian transport agencies’ practices and methods for transport appraisal – an overview

As a part of their ongoing work on the forthcoming Norwegian National Transport Plan, the four Norwegian transport agencies asked the Institute of Transport Economics (TØI) to critical examine their practices and methods for transport appraisal. The main purpose of this report is to provide insights into how transport appraisals are being used by the agencies, and to identify whether the agency-specific methods for appraisal are consistent. Both the structure of the agencies’ methodological frameworks and their applications are considered.
