Ruter AS is the public transport procurement company of the Oslo region. Their social accounts have been drawn up. The external costs of transport are considerable, especially within the city of Oslo. A cost-benefit analysis shows that a general fare reduction would in some cases be socially profitable. Improved service supply is not in general profitable, although an improved level of service during the rush hours may be so.
