We have assisted with a professional quality assessment of Trondheim municipality's method for assessing whether the location of proposed housing projects contributes to the zero growth objective being achieved. Our assessment is that the four criteria and the three-part scales work well, and we have proposed some adjustments. We have also proposed that proximity to the city center and proximity to high-frequency public transport stops be weighted higher than in the existing method, while proximity to the local center is weighted lower. It is not advisable to include potential future changes in public transport, the main bicycle network or local centers base assessments of proposed housing projects in assessments of proposed housing projects. One criticism is that the wording in the document is too little aimed at the possibilities of achieving the zero growth objective, and that it is not clear what the assessments are to be used for and by whom.
