This report provides estimates of traffic volumes and CO2 emissions from vans and trucks on roads within the municipality of Oslo, for 2020 and several 2030 scenarios. The main objective is to illustrate what base projections towards the upcoming National Transport Plan (NTP) mean for Oslo, and implications of changes in assumptions, such as the “Klimabane 2” pathway, differentiated (faster) adoption of zero-emission vehicles in Oslo, and zero growth in freight/business transport. We distinguish between driving within and outside Oslo’s ring roads and between state-managed and municipal roads. For trucks, we distinguish between local and transit traffic, and for vans between freight distribution, tradesman-/service-related, and private driving. We illustrate the importance of traffic growth, zero-emission vehicle adoption, and degree of biofuel use for Oslo’s CO2-emissions, and implications of different assumptions in NTP-projections. Based on this, we discuss areas that may be relevant for Oslo’s Climate Agency to cover in NTP-related work, e.g. regarding policy instruments available locally, vs. nationally.
