The report discusses the role of process evaluation in the assessment of climate policy measures. A process evaluation addresses the implementation of a programme - from input to output and impact. It aims at explaining why policy goals are achieved - or not. The report takes a closer look at some ongoing policy processes aiming at reduction of greenhouse gas emissions: use of climate related transport and land use indicators, as well as urban transport policy packages. Indicators have come to be well known and widely used, but in a fragmented way, without strong obligation for policy action. The study of concept evaluation of urban policy packages and the Cities of the Future-programme indicates that climate concern is not very salient. The Cities of the Future-programme is launched as a climate policy programme, while the concept evaluation instrument aims at ensuring that the best development concept is chosen. A more binding climate policy integration principle might be the institutional mechanism ensuring that climate issues are not overlooked during the policy implementation.
