Teknisk beregningsutvalg for kommunal og fylkeskommunal økonomi (TBU) requests an assessment of the possibilities for and practical applicability of efficiency analyzes of municipalities. This report provides a review of best practices in efficiency analysis, data for municipal efficiency measurement and empirical analysis. The report provides recommendations on how TBU's established methodology for measuring municipal efficiency can be improved, as well as areas for further research related to TBU's work to establish a solid methodological framework for public sector efficiency measurement.
