Oppland county introduced competitive tendering in public transport in 1995. The process received much public attention. Important questions in the process were choice of routes to be subject to tendering, technical specifications and legislative interpretation. The process was conducted in a professional manner, but leads to an increased work-load for the county public transport authorities
