This report analyses the possibilities created by the revision of the Norwegian Professional Transport Act in 2017. The revision opens up for regional authorities to set their own regulation regarding emission standards for vehicles used as taxis. This report concludes that such regulation is feasible, both with respect to technology, economics and the legal framework. However, the recommendation is to set a maximum limit for emissions, possibly, 30gram CO2, per km and not require zero emission vehicles. This is due to the present state of technology and infrastructure for alternative energy sources, combined with the driving patterns in the region. We expect this to change, and zero emission vehicles will be more competitive towards 2023.
