The Institute of Transport Economics (TOI) has developed an optimization-based planning tool entitled Fisheries’ Scenario Model (FiSceMod). It is utilized to analyze cost-effective green transition of the Norwegian fishing fleet to meet Norway’s greenhouse gas emission reduction targets by 2030 and 2050. The results suggest that Norwegian fisheries can become carbon neutral by 2050, and that the associated abatement costs can be within the range of the Government’s estimate of the social cost of carbon.
