During 2003-2011, the Norwegian Directorate for Nature Management has been running a pilot project on framework agreements with five of the larger cities in Norway, as a means to secure land for outdoor recreational purposes. A total of NOK 56 million was set aside for this purpose (appr € 7 million). The progress of work has varied greatly between the cities. At the end of 2011, NOK 42 million had been paid out. As a result of slow progress, NOK 4.5 million was withdrawn, while certain cities were given a grace period until 1 December 2012 to comply with NOK 10 million’s worth of commitments. The experiment will not be continued.
