This report is based on a presentation at an external seminar on the organisation and financing of local public transport in Norwegian cities. The report presents three models for funding urban public transport, previously presented in TOI-report 1176/2011: The State Model, the Local Model and the Project Model.
The report discusses strength and weaknesses with the three models, and the way they may combine to ensure more robust and stable funding of public transport investments in urban areas. The discussion concludes that all the alternative models encourage faster project realization and are thus more economically efficient than the current model. The report also questions to what extent the current Norwegian funding system actually favours new infrastructure investments at the expense of optimal use of existent infrastructure.
