A tool for the evaluation of the societal costs and benefits of a number of ITS-measures has been developed on behalf of the Public Roads Administration. The project was a part of SEVITS - Socio economic evaluation of intelligent transport systems. The tool is developed for evaluating measures described in the Norwegian ITS-handbook. The report describes basis of the cost-benefit analyses and the measures, and it contains a user manual, examples, a summary of present knowledge about the effects of the measures on road safety, mobility and the environment, as well as recommended values that can be used in the tool. The Excel-tool is an attachment to the present report.
