This report documents research on the use of parcel lockers as pickup points for e-commerce deliveries in four municipalities in the Oslo region. This includes a survey of consumers’ actual and desired use of parcel lockers, logistics operators’ preferences for parcel locker networks, calculations of vehicle kilometers to different types of pickup points, as well as how the public sector can push parcel lockers in a more environmentally and climate-friendly direction, for example by facilitating for a shared parcel locker network. The main findings are that parcel lockers can reduce last mile vehicle kilometers compared to in-store/kiosk pickup and home delivery. The reasons are that consumers are less likely to travel by car to parcel lockers and that logistics operators have lower driving distance per package to parcel lockers than to other pickup points. Shared parcel lockers can be a good solution, but its organization must be carefully considered to avoid an underutilized network with inefficient transport solutions.
