In a previous project, we have shown how the value of driving comfort can be incorporated in economic appraisal of road projects through multipliers on the value of travel time (VTT) for different road types. In this report, we provide updated recommendations based on a broader knowledge basis. We review existing literature on VTT and travel demand. We then consider three road toll projects where the road tolls have changed over time, and use these to estimate the difference in VTT between the new and the old road. The results give additional empirical support for applying a somewhat lower VTT on high quality roads. We also review experiences with using the VTT multipliers in user benefit calculations and travel demand analysis, and discuss the interplay between transport models and benefit calculations. Based on an overall assessment, we provide updated recommendations on the VTT multipliers and how to apply these.
