In Norway proposals for output-based contracts for public transport operations are developed in Oslo, Kristiansand and Hordaland county. This report is developed as a part of this work to summarise experiences with alternative contracts in Norway and abroad. The report describes the different quality elements included in the contracts and economic incentives linked to the performance of the operator.
