The success of vision zero is only possible through the implementation of various measures. A number of theoretical perspectives make it possible to evaluate the possibilities of implementing such measures. The main elements are power, goals, available resources and knowledge about the relationship between goals and measures, the responsible organisation(s) and other important actors, external conditions of political, economical and social character, attitudes among those responsible for the implemenation of measures, possible networks and negotiable solutions. In this report such theories are discussed related to vision-zero as a goal and as a guide for political decisions.
