Model based policy analysis have been carried out for the 13 Norwegian “Cities of the Future”, including the country’s most important urban areas. Model calculations are done for single measures such as increased fuel prices or reduced public transport fares, as well as for complex packages of measures. The calculated effects are similar to what one finds for the country as a whole, but modal shifts from private car to public transport are more easily achieved in the 13 cities. This is so because the public transport level of service is higher in these cities than elsewhere.
