We have studied the economic feasibility of seven projects along the E39 Highway from Stavanger to Trondheim. The joint implementation of all of these projects would make it possible to do away with all ferries on the route. It turns out, however, that four of the projects are hopelessly inefficient, two others are marginally inefficient, while only one may be considered economically efficient. Road tolls of realistic sizes are not able to cover the targeted level of toll finance of Rogfast. For Hordfast, tolls cannot cover more than 5-10 percent of construction costs without seriously reducing the economic efficiency of the project. All the projects can profitably be postponed for some years until traffic levels are higher, technological solutions decided upon, costs estimates improved and financing issues resolved.
