On behalf of the Norwegian Public Roads Administration, TØI has made calculations of the transport effects and cost-benefit of an improved and ferry-free Coastal Highway Route E39 between Kristiansand and Trondheim. The calculations are made using the transport models NTM6 (for long journeys), RTM (short journeys) and NGM (freight transport).The improved and ferry-free E39 will halve the travel time along the coast from Kristiansand to Trondheim. The calculations have been made without tolls at the new roads, resulting in a significant traffic growth at the fjord crossings where the ferries are replaced by road connections. Rough cost-benefit calculations indicate a net benefit for the project Bokn-Klett of NOK -56 billion, with a net benefit per budget krone (NNB) of -0.3.
