The costs of freight train delays. Applying results from recent research

The report takes a closer look at how unit costs for valuing delays regarding freight transport by rail, using stated preference studies, can be further adopted for decision-making processes. The study supplements the TØI-report 1189/2012 and other existing studies on the valuation of time and reliability in freight transport. We show that our results are both reasonable and highly consistent. We also take a closer look at some international experiences on valuation of reliability concerning freight transport, even though there has been carried out only a few studies so far. We recommend that research in this field continues, particularly research on methods to estimate changes in delays and variability.
