Since 1996 the Norwegian Ministry of Transport and Communications has invited to an open tender procedure for regional scheduled air services based on Public Service Obligations (PSO). This report is written by the Institute of Transport Economics in collaboration with Møreforsking Molde AS, and commissioned by the Ministry. The study considers potential ways of improving the tender procedures for PSO flights in Southern Norway from April 2016. The present situation has been analysed in detail, including an assessment of the potential for commercial flights and increased competition. In addition, a set of proposed conditions for PSO and suggested changes in the route structure are introduced.
