Sammendrag

Norway has a single tier taxi system. This means that a taxi in Norway, operates in several different markets, with very different properties. This unified system has its advantages, in particular in thin markets, but also create a series of challenges. Any regulatory intervention, or absence of intervention, will have different implications in the different markets. This report present a theoretical and empirical description of how the existing taxi regulations work. This is discussed in light of experiences in the Oslo taxi market. From this discussions the report creates four different, and alternative scenarios for taxi market regulation in Norway. These alternative scenarios are discussed in light of national and international experiences. Three of these alternative scenarios are evaluated as being over all better than today’s regulations.
