Land use planning among municipalities in Vestfold county, Norway is not in accordance with objectives to reduce greenhouse gas emissions due to vehicle traffic. The municipalities relate to national and county guidelines which recommend that future development should be localized in conjunction with existing developed areas. However, these guidelines are not followed up in the municipalities’ planning maps and regulations. The scenarios show that a combined strategy with a comprehensive use of policy instruments will be most efficient to reduce greenhouse gas emissions due to vehicle traffic.
