The possiblities for using alternative measures in order to influence upon the choice of transport mode for work journeys are discussed. Some measures require changes in laws or regulation on the national level. The possibility of taxing parking spaces or the use of them is one of these. Still, the municipality and other employers can choose to charge a parking fee from employees. Other measures could be to subsidise the use of public transport or bicycles, even if this involves a tax disincentive under current rules. It is recommended that there should be taken initiatives to require that transport plans are prepared for large employers or defined geographical areas.
