This report describes the results from the first phase of the project. The review of experiences with strategic planning includes road planning in Norway and Sweden and transport planning in the Netherlands. In addition come strategy development in the Norwegian civil aviation administration, strategic environmental impact assessment methodology and strategic planning in private industry. Based on the review, the main dissimilarities between strategic planning and project planning are identified. The report also describes transport models which are key elements in the methodology for strategic planning. Finally, an outline of a comprehensive planning and analyses system for strategic road planning is presented.
