NDP is applied to the problem of selecting projects that exhibits interdepency in demand. The network and the OD matrix are simplifications of a local transport model of the study area. To model congestion, a piecemal linearization of the volume-delay functions of the transport model is made. In a test, the model is easily solved on a 64 Mb PC for a network of 39 nodes and 133 links, plus 18 project links. The solution exhibit features like the exclusion of the project with the highest cost-benefit ratio, as commonly calculated, from the optimal set.
