Regional Aviation. Economic and administrative effects of strengthening empoyees' rights

In this project we study the effects of introducing an employee’s rights in the event of transfers of undertakings (TU) in competitive tendering of regional aviation services in Norway. The sector has the following relevant characteristics: company level tariffs; different education requirements for different aircrafts; monopolist tendencies in the market; work and living locations that do not necessarily coincide; and difficulties in applying TU due to the fact that many of the employees work on PSO routes as well as commercial routes. Due to these characteristics TU causes larger negative impacts on operators, the Ministry of Transport and Communications which is responsible for PSO purchases of regional aviation services, and also employees than in other public transport sectors (local public transport on land and at sea).
