June 15. 1995 and April 24. 1997 the Norwegien Parliament (Stortinget) decided to build a tunnel for the railway through Gamlebyen in Oslo. Norconsult has - as a part of the identification of the project impacts - completed two studies: A Market Study to identify the consequences for the traffic in the construction- and post-construction period, and an Economic Impact Study to identify the consequences for the macro economy and for the firms involved in transport in the region. Six alternative routes have been examined. The Norewegian Institute of Transport Economics has been asked by the Ministry of Transport and Communications to carry out a quality assessement of these studies. This paper is our final report.
