The Norwegian Government has decided (July 1. 2008) that there shall be restrictions on the provision of new retail developments. The planning regulation relates to such factors as location, size, access, etc. This report discusses some of the challenges associated with development cotrol of retail services, such as definitions of types of stores and goods to be sold, how to describe the need for more stores and accessibility by different modes. One chapter describes current policy in some European countries.
The report concludes with suggestions for regulations in regional plans which may be included in the ministry's guide for regional planning authorities.
