In Sweden and elsewhere in Scandinavia there are visions, objectives and plans for the reduction of fatalities and serious injuries in road traffic. Nevertheless, it is difficult to achieve the short-term road safety goals. Which are the barriers and potentials for the reduction of fatalities? An analysis of the Swedish Road Administration (SRA) and its close partners shows barriers and potentials for road safety work in Sweden. The most important barriers are limited commitment to road safety in the police as well as in the SRA regional offices, in counties and municipalities. The most important potential is committed politicians.
