Planning, Control and Cooperation in the Bicycle Town Project

The Bicycle Town Project in Tønsberg/Nøtterøy and Sandnes was initiated in 1990, and was completed in 1994. The local project organization made it possible to initiate the project rapidly. The projects suffered from a lack of communication and also experienced capacity problems. The projects also lacked political support. The Bicycle Town Project has been focused on providing bicycle paths and on the publics attitudes towards bicycle use. Measures directed towards the publics’ attitude seem to be the easiest to initiate. State agencies involved were Ministry of Environment and the Norwegian Public Roads Administration. Both have different leadership styles. Of the two, Ministry of Environment seemed to be more action-oriented, while the Norwegian Public Roads Administration seemed to play a more consolidating role.
