A comprehensive, local parking policy must be built upon clearly defined goals (local, regional and national) and the use of a combination of measures. This report describes the many measures which local authorities can consider used in their own community. It describes how local authorities can control the number of parking spaces (existing and new) and their use. For each measure we have described its legal basis, its effects (positive and negative), possible limitations and examples of its use.
