Based on input in the form of cost-benefit analyses (CBA) of some 250 road and rail projects, an economically efficient infrastructure investment strategy for the Norwegian National Transport Plan is formulated. Possible flaws and consistency problems in the single project CBAs are identified (different CBA methods have been applied to the projects), and interdependencies between projects are discussed. Some simple tests are applied to check for interdependency.
