Models for economic analysis of maintenance plans and maintenance budgets

From the point of view of social efficiency, ought we to increase maintenance budgets in the transport sector? How can we devise socially efficient maintenance and rehabilitation plans? In this report, we pave the way for future work on these problems by setting out a simple and practical method to assess if maintenance budgets ought to be increased, by establishing the foundations for a larger and more realistic model, and by providing future workers in the field with a survey of literature.
