The project has conducted a study of the process in conjunction with the planning for the National Transport 2002-2011 plan in the counties of Vestfold, Hordaland and Nordland. The process was marred by short deadlines, which affected local organisation and planning results. The planning goals of comprehensive planning across transport modes and the efficient utilisation of measures were not reached. The planning fared somewhat better in establishing increased cooperation between the transport authorities. County authorities and the county governor have participated actively in the process, although their formal role in the planning has been somewhat unclear. The County Road Administration who had a leading role in the process have interpreted their role differently, from coordination of the process to active editing of the planning documents. Several proposals for changes in the organisation and planning in the sector are suggested.
