This report outlines twelve measures to enhance the preparedness for vulnerable individuals in Norway, derived from the findings of the EU-financed BuildERS project. The recommendations include engaging local intermediaries to identify vulnerable groups, increasing financial support for voluntary organizations, developing collaboration channels, improving crisis communication, and combating misinformation. Through workshops and a survey, these measures were discussed and assessed for their feasibility and effectiveness in the Norwegian context. The report emphasizes the need for a comprehensive and coordinated effort to improve the community's ability to support vulnerable groups during crises, highlighting the importance of tailored communication and the reinforcement of voluntary organizations' roles.
