The aim of the project is to calculate the marginal external costs of transport activities in Norway. The external effects included are: Emissions, noise, accidents, congestion and infrastructure wear. The total external costs are compared to traffic-related taxes and charges paid on the margin. Motor bikes have the highest marginal external cost per passenger km. Most transport modes pay less taxes and charges on the margin than they cost society. Exceptions are light petrol- and diesel driven vehicles, passenger cars included.
