Lower speed limits on arterial roads in Oslo during the winter season. Effects on emmission, noise, traffic and safety

The report is basically a litterature review. The focus is on possible effects on nois level, safety and emmission if speed limits is reduced during the winter season. A simple calculation of reduction in emmission and resuspension of dust particles due to vehicle pass-by, are also executed. In addision scenarios on changes in resuspension of dust particles for different levels of extention are calculated.
