The report raises the question whether there is a conflict between the Norwegian regional policy’s goal of increased accessibility to regional centers and the Norwegian climate policy’s goal of reduced emissions from road traffic. The analysis shows that enhanced accessibility to regional centers will probably increase the car traffic and hence also the national emission of greenhouse gases.
