Governing, delegation and influence? How the Norwegian Parliament handled the National Transport Plan 2006-2015

The objective of analysis is how the Norwegian Parliament handled the National Transport Plan 2006-2015. The study is based on relatively lengthy research interviews with members of the Parliament's Standing Committee on Transport and Communications. We study how the Parliament handled the plan, but also the governing system of which it is a central part. We analyse the plan as regards management by objectives and results, delegation, coherence and political influence. By way of conclusion we emphasise three problems connected to the plan, one of political governance; one of information; and one of planning
