Every four years, the Norwegian Ministry of Transport and Communications develops a National Transport Plan for Norwegian infrastructures. As part of the work related to the proposed National Transport Plan 2018-2027 TØI has updated forecasts for domestic and border crossing freight transport in Norway for the period 2012-2050, with forecasts for the years 2018, 2022, 2028, 2040 and 2050. The forecasts gives average annual growth from 2012 to 2050 to be 1,5% for total freight flows, and 1,3% for total tonne kilometre, both for total freight transport on Norwegian territory and excluding oil and gas. The calculations are based on forecasts of economic growth from the Ministry of Finance, a spatial general equilibrium model for calculations of regional growth, the national model for freight transport in Norway and on specified assumptions regarding population growth and economic trends in the future.
