The demonstration project "Road Safety Lillehammer - Towards Vision Zero" has been evaluated by SINTEF and TØI. The evaluation of the road safety measures is described in separate reports. This report describes the process evaluation of the project. The project had three objectives - to solve a local accident problem, to show how to reduce accidents in a region, and to be an inspiration for other parts of Norway. The objectives of the project are well in accordance with the objectives of the road sector in Norway. The first and the third of these objectives are achieved to a reasonable degree. Whether the second objective is achieved, depends on the understanding of the wording of this objective. Experience from the project shows that realism in planning and simple objectives are important. Moreover, demonstration projects are useful for the application of new countermeasures.
