This document contains a literature survey of experiences with different scrappage bounty programs. In Norway during 1996, there was a temporary increase in scrappage bounty for minimum 10-year-old cars. This increased bounty was paid out for 177 000 cars, and the total number of scrapped cars in 1996 was 3.5 times higher than in 1995. The average age of passenger cars decreased from 10.4 years in 1995 to 9.9 years in 1996. The Norwegian program is unique, and we suggest that a more thorough study of the short term and long term effects of the program should be carried out.
